This was done by Samson's father under Philistine influence so as to spite Samson, since Samson had taken a wife from the Philistines, the enemy camp. Man was created with the intention and instruction to have dominion over the fish of the sea (marine, aquatic, water realm), the birds of the air (the heavens, sky, atmosphere, wind) and over cattle, over all the earth, over every creeping thing that creeps on the earth (land, terrafirma, animals) Genesis 1:26 It is God-like power to have dominion over the air/wind.
